Kelcroft’s director John A. Herbert conducted a Legionella briefing for Hong Kong’s Water Services Dept. (WSD) on 7th March 2012 with assistant directors attending. The Q&A, always the most interesting part in my view, covered all aspects of water storage and distribution.

This seminar covered the ecology of Legionella from cradle to infection, citing past cases with cooling towers and other plumbing apparatus. John’s presentation was vividly illustrated with his photographs demonstrating poor design, and unsatisfactory installations he has amassed over the years.

As the Legionella scare widens with more positive results were reported on 3 Jan. 2010,and  it is clear the entire building is now infected.

With positive Legionella results on the first floor, cafe, dining room, both east and west wing now reported, the scope of the investigation has mushroomed beyond the initial small area served from the tank that feeds 15/F – 11/F and Michael Suen’s office.

Today’s (4 Jan 2010) SCMP report on the front page about Legionella in Tamar Hong Kong is still low on detail.

Our director John Herbert participated at the recent InnoAsia 2011 conference at Hotel Icon in Hong Kong. The technology panel focus was slated as the Energy Efficiency Technology Forum titled “How much can be saved?” ”There are too many commentators that talk about energy efficiency” Herbert said. His goal, to put some meat on the bones, with real world examples.

The panel and audience debated the issues, and John Herbert provided examples of savings found in practice. Experience coupled with unending attention to detail reveals energy management opportunities.

In April 2011 the Hong Kong government’s policy for new developments and buildings changed significantly, it encourages BEAM PLUS certification. Still voluntary, the new regulations identified in APP151 essentially states that BEAM PLUS for New Buildings certification is a prerequisite to earn GFA (Gross Floor Area) concessions for Hong Kong building developments. It also specifies the maximum GFA allowable is capped at no more than 10%.

It’s all detailed in the APP 151 – Building Design to Foster a Quality and Sustainable Built Environment (link PDF) the key talking points:

The developer or owner undertakes to submit to the BD the following documents:

(i) Result of the Provisional Assessment under the BEAM Plus certification conferred / issued by the Hong Kong Green Building Council to be submitted prior to the application for consent to commence the building works shown on the approved plans;

(ii) Information on the estimated energy performance / consumption for the common parts (for domestic developments) or for the entire building (for non-domestic developments) to be submitted in the standard form (Appendix B) prior to the application for consent to commence the building works shown on the approved plans;

(iii) Information specified in item (ii) above to be updated and submitted at the time of submitting application for occupation permit; and

(iv) Result of the Final Assessment under the BEAM Plus certification conferred / issued by the Hong Kong Green Building Council, within 6 months of the date of issuance of the occupation permit by the BA;
